The evaluation of a development action must be based on a comparison between the initial situation and the situation following the intervention.
For this to happen, two conditions must be met: (i) an established consensus, around the main impact indicators to be monitored; (ii) the initial situation established for each impact indicator before the start of project activities.
In all its mandates, ADA strives to support projects and programs in conducting baseline and monitoring surveys.
