Monitoring and Evaluation of the Manzini Golf Course Interchange Project Country : Kingdom of Eswatini Client : Roads Department – Ministry of Public Works and Transport Year : 2021-2022 Description : As a way to stimulate its economy and increase the export of goods across the different regions and surrounding countries, the government of the Kingdom of Eswatini has focused on “Infrastructure Development, Balanced Regional Growth and Urbanisation”, which is a pillar of the National Development Strategy (NDS) 1999-2022, as well as of the Strategy for Sustainable Development and Inclusive Growth (SSDIG) 2030. To this end, the National Transport Master Plan (2013) broadly articulates the investment priorities in the sector and advocates for sustainable infrastructure, asset preservation and institutional strengthening coupled with the need to develop an integrated and seamless system that reduces transport cost and improves efficiency. As part of this plan, the government of the Kingdom of Eswatini funded, in partnership with other donors such as the African Development Bank, the Manzini-Mbadlane Highway Project, which entails the dualization of an existing 30km single carriageway road between the city of Manzini and Mbadlane on the MR3. The MR3 is designated as a regional road and the main east–west strategic link between the major cities of Mbabane, Manzini and the industrial town of Mustapha. The road also serves as the major regional road link to South Africa and to international market through Mozambique via the port of Maputo. Data collected between 2013 and 2017 show the Mbabane‐Mustapha‐Manzini corridor is congested with traffic, exceeding 20,000 Average Daily Traffic (ADT) and that accidents along MR3 contributed between 20-30% of the accidents...

Monitoring and Evaluation of the Chinsali-Nakonde Road Rehabilitation Project Country : Zambia Client : Roads Development Agency Year : 2019-2022 Description : In the past year, the Government of the Republic of Zambia embarked on new transport development programmes designed with the objective, among others, to transform the country from a landlocked to a land-linked country. Over the past few years, the country has developed a significant trade facilitation agenda to improve the flow of goods along the north-south corridor. Zambia’s strategic location on the north-south corridor makes it an important transit country for goods traveling to and from Central Africa and the Port of Durban. Moreover, the road network is essential to maintain the export of, amongst other things, copper and cobalt, from their site of extractions to neighbouring regions and countries; as the export of these metals and minerals represent one of the most important income for the country. To assess the situation and to significantly reduce poverty and impediments to the smooth flow of traffic between Northern Zambia, Tanzania, and the sub-region, the GRZ, under the scope of the Road Development Agency (RDA) and with the support of the African Development Bank (AfDB), has launched the Chinsali–Nakonde Road Rehabilitation Project (CNRRP). Third Party Monitoring Evaluation of the “Alternative Well-Being Support Project for Children and Young People Involved in the Cobalt Supply Chain” (PABEA-Cobalt) Country : Democratic Republic of Congo Client : Ministry of Social Affairs of DRC Year: 2021-2024 Description : PABEA-COBALT aims to contribute to the improvement of the living conditions of the populations in the provinces of Lualaba and Haut-Katanga in the DRC by the installation of a responsible chain for the supply of cobalt ore. With the promotion of the agricultural value chain integrating agricultural processing innovations and technologies as well as NICTs, the project plans to increase the availability of locally produced staple foods from 10% to 50%. It  also plans to set up 2 vocational training centers specialised in agricultural and artisanal mining trades and to support the rehabilitation / construction / equipment and capacity building of 40 social structures (education, health, water-sanitation). The PABEA-COBALT also aims at strengthening the institutional framework to extend the elimination of child labor in all other categories of mines. Thus, the project will have a direct impact on improving the quality of life of 25% of the population of two provinces (i.e. 1,409,588 inhabitants) and an indirect impact on improving the quality of life of the entire population of the two provinces (5,638,233 inhabitants).
